Nuclear Proliferation and Global Controls
Nuclear proliferation refers to the spread of nuclear weapons, weapons-usable nuclear material, and technologies or capabilities required to manufacture nuclear explosive devices. It also includes attempts by non-state actors to acquire nuclear or radioactive materials.
Types of Proliferation
Horizontal Proliferation
Acquisition of nuclear weapons or nuclear-weapons capability by additional states. North Korea’s development of nuclear weapons is an example.
Vertical Proliferation
Quantitative expansion or qualitative modernisation of the arsenals of existing nuclear-armed states through additional warheads, advanced delivery systems, improved accuracy or new yield options.
Major Global Frameworks
Nuclear Non-Proliferation Treaty
The NPT was opened for signature in 1968 and entered into force in 1970. It rests on three pillars:
- Nuclear non-proliferation
- Peaceful uses of nuclear energy
- Nuclear disarmament
It recognises only states that manufactured and tested a nuclear explosive device before 1 January 1967 as Nuclear-Weapon States.
Comprehensive Nuclear-Test-Ban Treaty
The CTBT, adopted in 1996, prohibits all nuclear explosions for military and civilian purposes. It has not entered into force because all required Annex 2 states have not ratified it.
IAEA Safeguards
The International Atomic Energy Agency verifies whether safeguarded nuclear material and facilities are being diverted from peaceful purposes. It is an autonomous intergovernmental organisation related to the United Nations.
Export-Control Regimes
The Nuclear Suppliers Group regulates nuclear and nuclear-related dual-use transfers. The Missile Technology Control Regime coordinates controls over missiles and unmanned delivery systems capable of carrying weapons of mass destruction. Both are voluntary arrangements rather than legally binding treaties.
Major Challenges
Erosion of Arms Control
The termination of the Intermediate-Range Nuclear Forces Treaty in 2019 and the expiration of New START on 5 February 2026 weakened legally binding restraints on major-power nuclear arsenals.
Unequal NPT Structure
The NPT recognises five Nuclear-Weapon States while requiring all other parties to remain non-nuclear. The slow progress towards disarmament has generated concerns regarding legitimacy and equality.
Emerging Technologies
Hypersonic systems, cyber capabilities and artificial intelligence in nuclear command systems may reduce decision-making time and increase the risks of miscalculation and accidental escalation.
Low-Yield Nuclear Weapons
Their perceived battlefield usability may blur the distinction between conventional and nuclear conflict, although their effect on the threshold of nuclear use remains debated.
Non-State Threats
Illicit trafficking and inadequate security of nuclear and radioactive materials increase the risks of nuclear terrorism and radiological attacks.
Nuclear Weapon and Dirty Bomb
Produces a nuclear explosion through fission or fusion and requires weapons-usable nuclear material.
Uses conventional explosives to disperse radioactive material. It does not produce a nuclear explosion and does not necessarily require fissile material.
